Well the Rulers are not outside the Matrix as the movie would suggest. They are made of flesh and blood. They are part of it as all of Us are. They are not untouchable. If any of Us can be eliminated this applies also to them. What if anyone of Us is a potential threat? What if they are nowhere safe?
